Summer is kicking in Port City! The temperature averages about 78°F (25°C) with a bit more rain than usual. Thunderstorms pop up every once in awhile, but overall, the sun is shining, the water's warm, and it looks like it'll be a great summer for the colonies.

This is good~ I was umming and arring over whether to have more than one leader, and this makes plenty enough sense. I was also thinking of having the older ones starting to drift after a while - do I need to start wearing a tinfoil hat to keep you out of my thoughts? ^_^ I'm thinking maybe the current leaders could be a pair of siblings, with a council like you mention.

I didn't entirely know the age limit in which you had given to the children, so I was just kind of throwing numbers around there. I almost wanna say, though, that it would be creepier if the siblings were twins or something. But it would be more interesting if they were siblings. Granted, I could picture more fights and disagreements breaking out between the two, but it would make things more interesting.
I like everything said thus far and want to add a few things.
First, regarding recruitment. I think it might be nice to have a few kids take shifts keeping an eye on the Portal at all times, so that if unsupervised children came through they could scoop them up. Of course sometimes they get distracted or their position is compromised by some outside threat or the weather is really bad, so there are still kids that make it to town fine too. But they do try.
Second, regarding local Ferals. You've already mentioned prey species getting used to their warning sounds and hanging around, but I think it could go a step further pretty easily. Where City-Dwellers are so content with their PokeBall-based system, I'd like to see the kids starting some very basic lowkey domestication. Like maybe they have a few Skiddo they've stolen, a few Tepig they've wrangled from Route 2, and/or some various birds whose wings they've managed to clip. They could keep those close and share some of their vegetation food (as well as just letting them graze for those that will). The kids occasionally come and take one or two to eat, but the Pokemon have sort of settled into a trade-off of knowing that even if some of them will eventually die it's better that they can be protected and fed until then instead of constantly running and foraging. Also Skiddo could be milked. Maybe they've managed to snag one Miltank at some point for the same reason.
Additionally, I'd like to see some of the older kids fighting ferals one-on-one and asserting dominance the old-fashioned way. So there aren't a lot of companions, per se, but some particular predators hang around the outskirts of the camp and have learned to (mostly) ignore the kids and the few livestock Pokemon in order to hunt alongside the hunter kids and split the kills. The Pokemon have useful attacks and often more speed, and the kids have useful tools and strategies so it's a beneficial arrangement to both.
Building on from that, perhaps another means of obtaining a starter would be to prove oneself to a weaker feral- probably usually one that's already become grudgingly tolerant of the humans. Like head out and see which Pokemon are skulking around today and then try to bond with one, and if one will accept you as their master you can leave camp together. (Mostly I really like the idea of some of the kids training without PokeBalls. :B)

Yeeessss.... Maybe the first part of the whole Questing business could be proving oneself to their potential starter? Maybe the leaders could suggest or point towards certain ones, but ultimately, you impress what you impress. That's a good word, impress - makes me think of Dragonriders of Pern (and, to an extent, of Berk in the movieverse). I really like the ideas you've put forward - it all makes so much sense, and it makes me think of early hunter-gatherers starting to turn to farming and it makes me happy~ (I concur about the Pokeballs - after all, it might be harder to steal those than some other stuff)

Yessssss. I never got into Pern as a whole, but a few of the short stories we read in middle school had Impressing as their subject (like there was an excerpt from when Ruth, the white dragon, hatched as one story) and I've seen the concept used in a few other works and I've always liked that sort of bonding.
I suppose How To Train Your Dragon is also pretty similar and a more recent example, in addition to using wild adults instead of eggs. (I would be pretty down for group "Hatching" ceremonies though, where young kids who'd never had a partner before could gather with several eggs due and try to impress upon a hatchling.)
OKAY SO.
Requirements for leaving camp alone (traveling with a group is more accepted):
-- Kids must have a Pokemon partner. One can be borrowed for short trips but to become independent it must be a personally-bonded partner. -- If a kid does not have or does not wish to use a tamed/hatched Pokemon, impressing and bonding with a Feral earns instant independence. -- If a kid does not have or does not wish to use a tamed/hatched Pokemon, the kid can also request to go with a group for support to steal a Pokemon from town. The group will be there as escort and as a safety net, but the kid must succeed without direct aid in order to earn independence, and the Pokemon they steal must be deemed both suitable and controllable. Stealing a Magikarp won't get you far and stealing a Dragonite is probably ill-advised. -- If a kid DOES have a tamed/hatched partner that they wish to travel with, they will need to prove that it is strong enough to protect them. This can be done either by completing certain missions together or by battling certain Pokemon that the Leaders own; similar to old world Gym battles, these Pokemon are trained to serve as milestones rather than to put full effort into winning at all costs.
We can have a treehouse built in/between each large tree or set of trees. The council meets in the center one and the leaders live there. Each other one serves as an HQ for each profession. The leader(s) of each group can live there full-time, and perhaps some of their subordinates might stay there shorter term for various reasons. The balconies of the treehouses make decent watch posts as well, and then maybe there can be some more proper watchtowers stationed a little farther out.
Then there are abandoned Pokemon tunnels underground that serve as the living areas and dorms for the majority of the kids, with the large cavern under the main tree being a storehouse for the whole group.
I was also thinking there might be a lot of ropes and canopies between the different treehouses, increasing the shaded/sheltered area above ground and discouraging rain from getting into the tunnel entrances and just generally looking cool. There are probably some kids who make a habit of hanging on the looser ropes and tightwalking across the taut ones. :3

Ooohh, nice~ I was thinking that the tunnels would be Pokemon in construction, though I figure their Domestics and Tamed would have and continue to help dig and maintain them. Putting the leaders and council meetings in the middle makes a lot of sense for accessibility, and I like the idea of the treehouses and balconies. The idea of watchtowers is neat, and could tie in with the proposed outposts as well. It would be interesting to know how stable they are, and how they achieved that - it would be neat if they'd been stealing construction equipment and stuff, and led to a 'gremlin' tall tale for lost tools and materials... Ropes, canopies and anti-rain stuff sounds cool - I also think they'd camoflague the exits/entrances, and I love the rope dangling/clambering/balancing thing~ Also, the maps look really neat~ The communal storehouse is good, and might also have a lost and found aspect maybe? I figure that kids wanting to take something they say they'd lost would have to tribute something in return though, both for being careless enough to lose it, and just in case they lie.

The old world is gone, destroyed by pollution and natural disaster. The citizens of PokeEarth were forced to flee, travel to a new world, Mi-aro. It is an untamed land. Pokemon are aggressive: many will attempt to kill on sight, and new threats reveal themselves everyday. Many Pokemon have strange mutations different than the species known in the old world, and many species are entirely unknown to humans. The new world must be colonized in order for us to survive.
