Anthea
Anthea was one of several people to have a relationship with N. They had at least one child, who in turn had an unspecified number of children and at least one grandson named Legato Harmonia, whose daughter is Seraphina Harmonia. [So Sera is Anthea's great-great-grandaughter.]
Arianna
See Silver. Whether or not she had other children is unspecified.
AZ
Being quite possibly the oldest canon worth mentioning, AZ's relatives are likely too numerous to count. Whether or not he ever had children is debateable, but we know he had at least one brother, so ~3100 years later, we won't really bother keeping track of who might have a tiny touch of AZ's blood in their veins.
Gary "Blue" Oak
Gary had an unspecified number of children and grandchildren, and at least one great-grandson in the form of Mi-aro's own Professor Quercus Oak.
Ghetsis
It is currently unspecified whether Ghetsis ever had any blood children. See N for adoptive lineage.
Giovanni
See Silver. Whether or not he had other children is unspecified, though any born before the events of GSC would likely be illegitimate/unknown to Giovanni given the FRLG reference to his "kid", singular.
Lance
Lance's number of descendents is unspecified. One such descendent is Drako
Lysandre - aka Fleur De Lysandre (because his Japanese name is Fleur-de-lis)

Morgan and Sera are first cousins.

PX-RC is set a little over a century after the events of any of the mainstream games. As such, most canon characters are dead and gone with a very, very few exceptions. (For instance, AZ is immortal, so he's probably running around somewhere, whether on Mi-aro or PokéEarth.) However, what this also means is that many characters likely haven't just had kids, but grandkids, great-grandkids, or even great-great-grandkids, depending on how old the characters were and how early or late they and each of their children had kids. And characters who could already have kids if not grandkids at the time of the games, like Agatha or Alder, have even more potential. As such, being related to a canon character is actually not all that unlikely, especially given that very strong trainers would also be some of the people most likely to survive when the world started going downhill. It is by no means 'encouraged'; it just isn't discouraged either, at this point. If you want to do it, go ahead! If you don't, that's totally cool too, and you can skip this whole topic.
Say a canon was a bit older when he had children and so were his kids, so he only had grandchildren. If he had three, and they each had two or three, that's 6-9 different characters that could all have that common ancestor. If they were instead a bit younger so that the canon had great-grandkids, you might be looking at more like 15-30 characters in that generation-- on top of the fact that the grandkids, while they'd probably be older than the average character, would still be quite playable. If the canon already had great-great-grandkids.... You get the idea.
Consider that any canon not explicitly stated to be an only child could have siblings off-screen and you start getting great-nieces and great-nephews and the like too. A character like Brock, who is directly shown to have a LOT of siblings, might have dozens of relatives running around- possibly even low hundreds if any/many of the kids in that family continued the trend of having such large families themselves- even if mostly in the form of great(-great-etc)-nieces/nephews. With that in mind, the odds of a character being related to even two different characters aren't terribly crazy, though we ask people use a little more discretion with that, and suggest the cross of lineage be more recent than not unless both the common ancestors knew each other canonically already. For instance, the odds of Lucas's and Barry's immediate children getting together would be more likely than May's and Bianca's, considering the first two are shown to be friends while the latter two are on separate continents during game events. May's and Bianca's grandkids or great grandkids, however, might be more likely, especially given probably-more of them to work with. For shipping of canons themselves, May and Wally or May and Brendan- or Wally and Brendan if they wanted to adopt, though your character would only have the actual blood of one- would be much more likely than, say, Silver and Shauna or Professor Juniper and Elite Four Bruno.
Being related to more than two canon characters starts getting into less-and-less likely territory unless two of them had children with each other, and even then it's a little bit iffy. Such characters are subject to more admin discretion. Of course, if two or more characters are canonic relatives, like Professor Oak and Gary Oak, then being related to one IS being related to the other so that won't count against anyone.
The only issue we foresee from this is that over time character histories may clash. Thus relationships-- both in terms of who is related to who and any established details about the canon, such as who they may have had kids with-- are first-come first-serve. Try not to make two dozen characters all related to canons and dictate the entire shipping grid, please. But if lots of people each contribute a little, we might paint a pretty interesting picture.

Talking to the player(s) of any PX characters who might be related to canons you wish for your character to also be related to would be polite, especially if they should know each other such as with first cousins. If you like a character and want to play a sibling, definitely talk to the player(s) who would be your sibling(s). But if the characters are not likely to know each other, contacting other players is more a formality so long as you are sure to do your best not to contradict anything previously established.
Please note that we recognize a blend of games, anime, and manga, in that order of hierarchy. If you can combine details easily enough, do it; if you can't, games > anime > manga. (Disclaimer: Yes, the manga is amazing. This is more just about what the most people are likely to be familiar with.) Ash and Red, with similar teams but different personalities, appearances, and histories, are separate individuals. Most other counterparts should be the same; if you have a question about a specific one, just ask.

He fell off the map for a long time, but eventually resurfaced, barely repentant but too cynical and begrudged to try again to stop the world from doing exactly what he said it was going to do. He now walks around Mi-aran settlements occasionally trying to get involved in helping rebuild things and often bitterly remarking that Arceus as his witness he told them so.
